Traffic jams have become a frequent problem in all urban areas of the world. I believe that the public transport needs to be not only free but also comfortable and readily available to eliminate congestion.

Body Paragraph 1: (EXPLAIN the need for free public transport)

Owning a personal vehicle and using it on a regular basis has become an economic burden on most middle-class and poor families. Not only are the vehicles expensive due to heavy taxes and high manufacturing cost but also the international crude oil prices have skyrocketed during the last one decade. Consequently, a free public transportation system will offer an economically cheaper alternative mode of transport to the people and they will readily accept it. For instance, a recent survey in China revealed that the cost of owning and traveling by a personal vehicle in New Delhi is at least five times the cost of travel in a public transport. These benefits will disproportionately increase if public transport is made free.

Body Paragraph 2: (EXPLAIN the need for comfort and availability)

However, along with this, people need a comfortable and a reliable mode of transport. If public transport is not free, the people who use personal vehicles for comfort will never use it. It needs to be air-conditioned and clean. Moreover, it should be available at frequent intervals. If people are forced to wait for buses and trains, they will prefer personal vehicles. For example, the Delhi Metro is famous for train service every two minutes during peak hours. Consequently, the residents of Delhi prefer metro over personal vehicles.

In conclusion, if public transport is free, reliable and comfortable, people will readily adapt it. This will eventually reduce traffic congestion in urban areas.
