Contextualization of the PoP within a conceptual framework (this is to be the longest portion of the manuscript)
a. Within Scholarly Literature and Communities of Professional Practice
1. Authoritatively discuss the urgency and scope of the PoP beyond immediate personal/professional experience and the local context, including the number of people
involved or affected by the problem at a larger level, the immediacy of required action, or consequences to society or higher education institutions if action is not
taken.
2. Discuss how the PoP has been addressed by professionals in the larger field of practice, reviewing some of the strengths and weaknesses of the approaches

recommended including how the recommended or commonly accepted approaches may have failed or fallen short or raised new questions.
3. Discuss how the PoP has been addressed in the local context, reviewing some of the strengths and weaknesses of the approaches including any latent or dysfunctional
consequences of policy and practice.
b. Within the CPED First Principle
1. Identify and discuss questions/issues around equity (fairness) that arise in exploration of the PoP.
2. Identify and discuss questions/issues around ethics (moral principles and integrity) that arise in exploration of the PoP.
3. Identify and discuss questions/issues around social justice (balance of power between the individual and society or social institutions, i.e. including concerns for
distribution of wealth, the availability or accessibility for opportunities for personal activity, and perpetuation of unearned social privilege) that arise in
exploration of the PoP.
c. Proposed Conceptual or Theoretical Framework for Exploration, Data Interpretation, and Implementation
1. Identify and describe a relevant theory or conceptual framework to be used to further explore the PoP, citing literature and giving examples of how the
theory/framework has been applied previously in Higher Education research and practice.
2. When possible provide a visual depiction of the theory/conceptual framework, after receiving appropriate permissions for use.

3. Discuss how the theory/conceptual framework has informed personal and professional thinking on the PoP and how it advances the immediate study of the PoP.
4. Next Steps
a. Provide the preliminary research/inquiry questions and or hypotheses motivating the collection and interpretation of data in the DiP.
b. Identify and describe potential data sources available for exploration of the research questions and hypotheses, including the various ethical and logistical issues
that arise in the collection, use, analysis, and dissemination of the data.
c. Identify and describe the proposed methods for examining existing data and for collecting new data if necessary.
