Scenario
ABC Chemicals Pty Ltd is a multi-national agricultural chemical company situated in QueenslandThe company’s primary function is to manufacture chemicals for distribution both nationally and internationally.  The company also has a large research and development facility on site that is responsible for developing and testing highly sensitive and dangerous agricultural chemicals.The site comprises of the following:• 80 hectares of land, fully enclosed by a three metre cyclone wire fence• Four main buildings: the largest being a Research and Development laboratory and manufacturing plant; three storey office building; a warehouse and packaging plant; and a security building situated at the main entrance to the facility• Three access gates: the main entrance having a guard house and 24 hour security, with the other two normally locked at all times.  The security coordinator is the only person with a key to the gates, which are used primarily by construction machinery and employees• A construction site, which has just been excavated and the foundations are currently being laid• The entire site and buildings are monitored via Closed Circuit Television cameras
The following security arrangements are in place:• The security of the site is administered by a private company who have tendered for the contract to provide security services to ABC Chemicals Pty Ltd.• All staff must have undergone a security clearance prior to employment and have been allocated a security pass to allow them access to restricted areas of the site, depending upon their security clearance and requirement to move into particular areas of the site• Sub-contractors must be signed into the facility and are allocated temporary access passes to the site, which allow restricted access to areas of the site• All visitors must pass through security at the guard house prior to entry to the site• Computer systems are linked to other sites owned by ABC Chemicals Pty Ltd and Head Office in Sydney, via secure cable linkages, which are utilised primarily by the research and development area and the warehouse
