proponents, and opponents that makes a number of assumptions that are favorable to the Water Fix such as the use of a low-discount rate, a 100-year operating lifespan,
and no environmental costs.
The results should show that the WaterFix is not economically and environmentally justified under both the base and optimistic scenarios.
