The term paper will explore the use of technology within the government and how it posits to transform governmental operations. Analyze and discuss the movement to shift from the bureaucratic paradigm (German sociologist Max Weber) to an e-government paradigm (New Public Management). In your analysis, also answer these prompts: How can e-government be used as a way to create a more dynamic, less ridged, and more effective public organizations? Discuss the barriers to implement e-government programs and steps to overcome the barriers. Do you believe the ideals of e-government can be delivered or is it a passing fad? How effective is e-government to provide greater trust and transparency in government management? Cite reference sources to support your conclusions.
The second portion of your paper involves your selecting two (2) government organizations and comparing and contrasting their implementation and/or utilization of technology to provide service(s), increase performance, and/or engage citizen participation. Using the four-stage model described in the text book (Chapter 6) and the Journal Article “Developing fully functional E-government: A four stage model” by Karen Layne and Jungwoo Lee, discuss how each government organization has progressed toward a fully functional e-government program.
You are to research and express other’s points of view on this topic, as well as incorporate your insights and ideas. It requires your comprehensive understanding of the topic by researching it thoroughly. A minimum of five reference sources (other than the ones utilized in the class) should be included using the APA format.
