The problems affecting curriculum development and implementation are numerous in any given setting. Education developments in western industrial societies have had some impact on the overall official goals of curriculum policy in most developing countries. Issues affecting dissemination and implementation have been substantially affected by the needs, context, and priorities of the countries in question. In curriculum studies, little attention has been given to leadership and the important role leadership plays in decision making at all levels. Important issues about what is taught,to whom,and by whom are critical policy issues.Curriculum leaders who are public intellectuals must possess the capacity to identify, analyse, and resolve public curriculum problems. Curriculum extends b e y o n d teaching practice to socio—cultural and p o l i t i c a l aspects of education.
