In a brief memorandum recommend to the President how his government should address the problem of exporting fossil fuels. Those should include crude oil, petroleum products, LNG and coal, from the
U.S.

In the context of the recommendations, the memo should draw on the historical experiences of the US. The memo should be clear in how the recommendation would fit into the current policy and
political situation (such as the current situation with the Keystone pipeline). The memo should consider the different policy factors, such as economics, environment and national security and the
views of different stakeholders and interest groups. The memo should indicate any specific actions that the President and/or his Administration should take and what type of rhetoric should be used
to discuss the issue.
