How can a special education teaching position or being a special education teacher (in a Math class) satisfy the following:

1. The applicant’s proposed endeavor must have both substantial merit and national importance.

2. The applicant must demonstrate that they are well positioned to advance the proposed endeavor.

3. The applicant must demonstrate that it would be beneficial to the United States to waive the job offer and labor certification requirements.

4. The endeavor has national or even global implications within particular field

5. Has other substantial positive economic effects, particularly in an economically depressed area

6. Will broadly enhance societal welfare or cultural or artistic enrichment

7. Impacts a matter that a government entity has described as having national importance

8. The endeavor is subject of national initiatives.
