In the book “Playing with the Boys” by Eileen McDonagh and Laura Pappano, Chapter 3 discusses four stages to desegregating policies for subordinate groups. Looking at Chapter 3’s discussion of Title IX, at what stage (1, 2, 3, or 4?) would Title IX be located? Describe what that stage looks like. Now defend your choice using evidence from chapter 3. Don’t consider chapter 4 yet in this answer. Rather, think about where Title IX places the US at the time it was drafted as a law. One full page should be written for this answer.
Chapter 4 talks about how court decisions have effectively redesigned Title IX to be more in line with the Equal Protection Clause. In light of these court cases, of the four stages of desegregating policies, at what stage would you now place the US? Defend your answer using a discussion of at least two court cases mentioned in chapter 4. I strongly suggest you also discuss how “separate but equal” was challenged in the context of these cases. Additionally, one full page should be written for this answer
