The Consultant will be responsible for completing case studies of the City of Fort Collins, CO and the City of Chattanooga TN that are currently implementing Budgeting for Outcomes. In each case study, please include an introduction paragraph that introduces the city in terms of the location, is it unionized? budget size, economy size, form of the government, population, when implemented budgeting for outcomes, is it successful, is it still using Budgeting for Outcomes, and etc.? Part 2：what are the city’s vision, value and mission？Part 3: what are city’s priorities? Part 4: Why they using Budgeting for Outcomes? Part 5: How does it work and evaluate is it successful? Part 6: What resources does the government use in launching and sustaining budgeting for outcomes /P-BB? Part 7: What did the launch process look like in these cities? Part 8: What has been its impact (positive and negative) in these cities? Part 9: How can the Innovation Department support departments? How can the Innovation Department support finance? Part 10: How does the performance dashboard and stock taking process fit into this? How can we best utilize these to support Bfo/P-BB? Part 11：What are some commonly faced challenges when implementing budgeting for outcomes? How does the city work around these challenges? Finally, part 12: Outline the conditions for success generally and then tailor them to Providence. What could the city of Providence learn from the case study and could do when implement budgeting for outcomes? Please come up with a strategy plan for fiscal year 2019.
Ideally, the Consultant would identify 2-3 cities that are further along in the process than Providence and provide information on their processes that would inform how Providence proceeds. Methods of study should include internet research and interviews with individuals in these cities where possible. Below is a list of questions generated internally by the Innovation Department that should serve as a starting point for research, but the Consultant should allow his research to generate other questions of interest.
