Management report evaluation of private public partnership

I have recently failed my 14000 word dissertation doing this topic . I was give a 45 out of hundred but I have been allowed to do a management report which is half the work (7000) words excluding references .. that means I have previous work and feedback from lecturer available to writer. but I need the best work done on this as this is my last attempt and need a high grade to complete my masters degree
