Has Sustainable Development become an empty notion in the context of International Environmental Law?

Preferably use recent Australian cases/legislation, journal articles and legal documents regarding the issue. As little websites as possible.
This paper uses footnotes and the referencing used is in line with the Australian Guide to Legal Citation (third edition).
