1. Preemptive self-defense is a large component of the US’ security strategy. The US seeks to counter threats at the point of genesis rather than the point of commission. In the border context, the point of commission is the Port of Entry, which could be at the actual land/sea border or the functional equivalent of the border, such as an international airport located away from the actual border. Within US law enforcement, the DHS agencies Customs and Border Protection (CBP) and Homeland Security Investigations (HSI) are uniquely empowered with border authority. Part of the CBP and HSI “door step” strategy is the deployment of personnel–as I was–to overseas locales in order to employ preventative programs at the point of genesis. HSI, for example has over 71 international offices in over 47 countries.

2. The above assumes that international engagement is a prerequisite of border security, premised mostly on the movement of people and goods for the promotion of commerce. It seems to me that a decrease in the reliance on imports and exports—that is, a more isolationist, insular economic policy—would better enhance border security, by lowering the probability that contraband and malevolent actors could cross US borders. If this hypothesis is true, should economic freedom or security strategies dictate US policy?

3. A constant theme in the public/private discourse, is how much responsibility should the government assume in the protection of private sector interests, particularly commercial interests. Homeland Security officials frequently interact with corporate security officers in search of government support to protect their respective businesses. The quid pro quo of the relationship is that the government looks to the private sector for access to information as well as implementation of countermeasures aimed at marginalizing the benefit to organized crime groups. Many foreign governments work more closely with the private sector than the US does. It is common for the private sector to fund regulatory, quasi government agencies to monitor their respective sectors. On a smaller scale, private corporations will also augment law enforcement budgets to fund positions for investigators to focus on crimes committed against them. Philosophically, this collusion presents an appearance of impropriety. Does this sort of public/private sector interaction put a price tag on justice?

4. Strategic change in organizations is a set of tasks each manager must address.  Yet, plans for change often go awry.  What’s important for you to keep in mind when facing the management of organizational change?  What information must you track so that you account for performance, as work staff seek to change a product, or service?  What is important to assisting effective downsizing or merging of work units?
