Case Study 3: Swanston Library
Background
RMIT’s Swanston Library is located in Building 8, Level 5 at the RMIT City Campus. The library has a range of services, facilities and study spaces. The collection includes books, periodicals (print and online), videos, magazines, computer software, tapes, slides, films, newspapers and maps. Students regularly use this space outside standard business hours; although the library generally closes at 8pm there are extended hours during assessment periods. There is no requirement for swipe access to access these open facilities and the library is a resource that it is accessible to visitors from outside the university community.
RMIT Campus Safety and Security have identified this as an area in which there are incidents of alleged theft, sexual harassment and other behaviours of concern. The public accessibility of the space may be a contributing factor in the incidence of concerning behaviour; however it is also possible that RMIT community members are responsible for these behaviours. For instance, Safer Community was referred a report of alleged sexual harassment within Swanston library by the RMIT Campus Safety and Security team; a female student had reported unwelcome sexually explicit comments from an adult male within this space. In other instances students have reported valuable items such as backpacks and handbags going missing from study spaces whilst they have been using the library.
What measures can be introduced to enhance the safety and security of library users, staff and personal property? How can we maintain a socially inclusive space while ensuring that both RMIT and non-RMIT community library users respect the space and its users?
Project Objective
There are two key objectives. 1) Provide a literature review detailing how other universities and libraries have approached the issue and synthesising the research evidence outlining the effectiveness of approaches that might be suitable. 2) Develop an evidence-based proposal of strategies that RMIT could employ to enhance the safety and security in the Swanston Library.
Project Scope
This project will need to demonstrate a strong understanding of the typologies and theories of crime prevention. RMIT Safer Community is interested in proposals that include either social or environmental prevention or both. Strategies may be short or long term and must be easily evaluated.
Students do not have permission to conduct independent primary research for this project, for example by interviewing students or taking photographs of people without permission, as these would need to be approved by a university ethics committee in advance. Therefore, your research and recommendations must be based on peer reviewed academic journal articles, published books, official reports, and credible information detailing the crime prevention strategies employed elsewhere.
