As the person responsible for program management at research council X, you have been put in charge of starting a research program to build knowledge
concerning one of your country’s socio-economic challenges. You are also have to develop a plan for how to evaluate the activities of the program. In effect you must write:
a) a research program including thematic content, typical problems that can be addressed, duration of projects, approximate size of projects. ca 600-1000 words)
b) Terms of Reference for the program evaluation, including timing, extent and scope of the evaluation activity, desirable outputs and outcomes/effects, (ca 2000-2400 words)
